What is The Payment Card Industry Data Security Standard?

The Payment Card Industry Data Security Standard (PCI DSS) is a global standard that applies to all parties involved in payment card processing—including merchants, processors, acquirers, card issuers, and service providers. Do merchants have to be PCI DSS compliant as well?
